"Wide receiver Hines Ward will not be fined for a block that broke Bengals linebacker Keith Rivers' jaw, an NFL spokesman said today. Ward flattened Rivers, who is likely out for the rest of the season, last Sunday while blocking after a Matt Spaeth reception. Ward has been fined twice recently by the NFL for unnecessary roughness. Ward said he was fined $5,000 by the NFL for unnecessary roughness in the Steelers' 23-20 victory over the Baltimore Ravens on Sept. 29 and $10,000 for unnecessary roughness for his play in a 26-21 win on Oct. 5 at Jacksonville.
