Could the Browns be poaching a waterbug receiver from the Bengals?

According to Albert Breer of NFL.com, the Cleveland Browns are trying to poach WR Andrew Hawkins from the Cincinnati Bengals.

Nate Ulrich of the Akron Beacon Journal says that the offer is a four-year deal.

Hawkins was a restricted free agent, and the Bengals tendered him to a 1-year deal worth $1.431 million. The tender includes original round draft compensation, but since Hawkins began his career as an undrafted free agent, the Bengals would receive no compensation if he signs the offer sheet and Cincinnati decides not to match. The Bengals have five days to match the offer.
