Tony Carter, one of the Broncos’ most pleasant surprises last season, signed his exclusive rights tender with the club Monday.

Carter had been an oft-released, journeyman cornerback until he filled in for illness-stricken cornerback Tracy Porter last year. Playing outside in nickel packages while Chris Harris moved inside from right corner to nickel, Carter scored two defensive touchdowns — the first a 65-yard fumble return that keyed the Broncos’ comeback from a 24-0 halftime deficit at San Diego; the other a 40-yard interception return against Carolina’s Cam Newton.
